LL B (Hons), LL M (Legislative Drafting) Law Commissioner Mrs. Hiwa was appointed the third Law Commissioner on 24 June, 2008. Her impeccable legal career spans over 16 years of service in the public sector in various capacities. Mrs. Hiwa started her career as a State Advocate at the Ministry of Justice in 1992. She was seconded to the Office of President and Cabinet in 1994 until 1996 when she returned to the Ministry of Justice now joining the Drafting Section. She rose to head the Drafting Section as Chief Parliamentary Draftsperson in July, 2006 until her appointment as Law Commissioner.
Mrs. Hiwa has, in her career, served as a member of several statutory bodies, been involved in various Government negotiations with various donors as a Legal Advisor. On several occasions, Mrs. Hiwa served as a Commissioner on special Law Commissions of the Malawi Law Commission, including the special Law Commissions on the review of the Constitution and Gender-related laws. She graduated with a Bachelor of Laws (Honours) degree from Chancellor College, University of Malawi in 1992 and she also holds a Master of Laws degree in Legislative Drafting from the University of the West Indies which she obtained in 1996. - LL B (Hons), LL M (Constitutional Law) Chief Law Reform Officer Mrs. Janet Laura Banda joined the Malawi Law Commission on 1st February, 1998 as a Law Reform Officer. As deputy to the Law Commissioner, she holds the official title of Chief Law Reform Officer. Prior to her work in the Commission, Mrs. Janet Banda worked as a private legal practitioner with a law firm called Cliffords & Brendan. She proceeded to join the Ministry of Justice as a State Advocate advancing to the position of Principal State Advocate in 1996.
She has served in other various capacities among them as Vice President of Women Lawyers Association, Commissioner on the Justice and Peace Commission, Secretary to the Task Force on Legal and Judicial Reforms, Chairperson of the Technical Committee of the Forum for Constitutional Bodies and Chairperson of a joint Government of Malawi/European Union Task Force on Civic Education. She obtained her Bachelor of Laws with Honours degree from the University of Malawi in 1993 and proceeded to obtain a Master of Laws degree from the University of Georgia in the United States in 1997. She has since 2008 been reading for a PhD at the University of London. Email:

- LL B (Hons), LL M (International Economic Law) Deputy Chief Law Reform Officer I Mr. Mbang'ombe joined the Malawi Law Commission in 1999 as a Law Reform Officer. He currently holds the post of Deputy Chief Law Reform Officer but is currently the Acting Chief Law Reform Officer and heads the Law Reform Section.
Prior to his work in the Malawi Law Commission, Mr. Mbang'ombe briefly worked for the Ministry of Justice as a State Advocate and later joined Lilongwe City Assembly as a Legal Officer progressing to the post of Legal Services Manager. He obtained his Bachelor of Laws (Honours) degree from the University of Malawi in 1995 and also holds a Master of Laws degree in International Economic Law from the University of Warwick in the United Kingdom obtained in 2001. – PhD (Warwick) Deputy Chief Law Reform Officer II Chikosa joined the Commission on 1 August, 2001 as a Law Reform Officer. He is a member of the Malawi Bar; having been admitted on 6 November, 1998. Before he joined the Commission, Chikosa worked in private practice in Malawi with Mvalo & Co (Law Firm) and Savjani & Co (Law Firm). Chikosa has a PhD in Law from Warwick Law School, The University of Warwick. His thesis is entitled The Land Question in Malawi: Law, Responsibilization and the State. He has expertise in land law, governance and political economy. His research interests include: constitutional law, constitutional theory, (democratic) governance, land reform in Africa, legal theory, property law and trusts. He has published a number of refereed journal articles on land reform and constitutional law in Malawi. He is part of the editorial team of the Law, Social Justice & Global Development Journal, an electronic journal of the Warwick Law School; and a reviewer with the Law, Social Justice & Global Development Journal and the Malawi Law Journal. - LL B (Hons) LL M (Constitutional Law) Assistant Chief Law Reform Officer I Mr. Msiska joined the Commission on 1st October 2002 as a Law Reform Officer.
Prior to joining the Commission, Mr. Msiska worked for Nyirenda & Msiska Law Offices, a private legal firm and later moved to Tembenu, Masumbu & Company in September 2000. He graduated from the University of Malawi in 1997 with a Bachelor of Laws (Honours) degree and also holds a Master of Laws degree in Constitutional Law from the University of Northampton. Email:

- LL B (Hons), LL M (Public International Law) Assistant Chief Law Reform Officer II Mr. Nyirongo joined the Commission on 1st November, 2004 as Law Reform Officer. Prior to this appointment, he had worked as a litigation lawyer in private practice with several legal firms and as a law consultant with human rights non-governmental organizations between February, 2000 and August, 2003.
In September, 2003, he proceeded to read for his Master of Laws in Public International Law at the University of Oslo in Norway and joined the Malawi Law Commission on his return. Mr. Nyirongo also holds a Bachelor of Laws (Honours) degree from the University of Malawi and a Post Graduate Diploma in Legislative Drafting obtained from the International Law Institute. Email:

-BA (Humanities), MSc (Project Planning and Management) Director of Administration and Finance Mr. Winga joined the Malawi Law Commission as an Administrative Officer in May, 1996 and holds the position of Director of Administration and Finance. Prior to that, he taught in government and private secondary schools between 1991 and 1993. He also served as an Administrative Officer in the Civil Service from 1994 to 1996. He heads the Corporate Services Division which is responsible for providing efficient and adequate administrative and management services, ensuring optimal use of resources and effective coordination of various sections with a view to achieving the strategic goals of the Commission. Mr. Winga obtained a Bachelor of Arts degree in Humanities from the University of Malawi in 1991 and a Master of Science in Project Planning and Management from the Development and Project Planning Centre at the University of Bradford in the United Kingdom in 2001. Between February and April 2011, he underwent a Public Sector Administration Course at the Malawi Institute of Management to further develop his management and leadership skills. He is member of several committees within the Commission. He also represents the Commission in the Technical Committees of the Forum for Constitutional Bodies and the Democratic Governance Sector. - Dip.Ed, BA (HRM), MSc (HRM). Controller of Human Resource Management and Development Mrs. Migochi joined the Commission as a Human Resource Management Officer in April, 1999 and holds the position of Controller of Human Resource Management and Development. She is responsible for all staffing matters including training and development, policy development and guidance, conditions of service and establishment control among others. Prior to joining the Commission, Mrs. Migochi worked as a Secondary School Teacher and also Head Teacher at a number of government Secondary Schools. During this period, She was a contributing author to a number of teaching and learning materials including ‘A Study Guide to Scarlet Song’ published by Longman in 1992. She also worked as a Human Resource Management Officer at the Teaching Service Commission. Mrs. Migochi has a Bachelor of Arts Degree in Human Resource Management and a Diploma in Education from the University of Malawi, Chancellor College and a Master of Science Degree in Human Resource Management from the University of Manchester (UK) obtained in 2002.
